Napoleon Bonaparte was by no means a cruel leader. He was the leader of the French Military while the French were in the middle of the French Revolution. Napoleon was skilled enough that at one point he had a tiny French Army beating Prussia and Austria. Eventually he was banished to an island named Elba, he escaped somehow but was then captured again and put back on Elba. So if he was a cruel leader (And most 1700's Military Leaders were) he was more famous for skill and banishment than cruelty. Hitler is most famous for being a addicted to massacre.
