Other then ask.com, what are other websites to ask questions for free?

JustAnswer.com charges a fee. I know of Advark.com. But What are others?

Yahoo answers is free and it also doesn't restrict you like ask does. But I think ask is the best.

not at all if i donot get an answer in ask.com i get it from answers .com

Quora is an excellent option. in my opinion, it is the best. Recently, the Quora app was the iTunes app of the week. You can also try Aardvark, Amazon's Askville, Answerbag and JustAnswer.
