How can I teach my year old rescue dog to play with toys

I got her some toys but she only likes to play with paper, articles of clothing, etc.

A trainer is a good option. But if you want to go an extra mile for your dog and try to train him yourself here's a tip:

Associate a toy with a happy experience. But since your dog is a rescue dog, let's try with baby steps. Encourage your dog to get near or touch the toy, and when she interacts with it, reward her with a treat and love and affection. Then work your way up from there.
Also, try to make the paper and clothing (things she shouldn't be playing with, or at least things you dont want her to play with) out of her reach as much as possible. After you gain your dog's confidence, then you can start on correctional behaviour training. But that's just an advice. You know a lot more about your dog than we do.
