Daylight Savings Time in Canada starts in November because the United States made the decision to extend the end of DST in 2007. This amendment made Daylight Saving Time a total of four or five weeks longer.
They did it this way so ppl would save money on heating and electric cost. Means it gets darker sooner means it gets colder faster and more lights on in the house. I remember seeing the news cast about this a few yrs back.
