What is the best way to learn Spanish fluently?

I've studied a little Spanish for 4 years but it was just a lot of basics... I have forgotten some things. However, I've had Hispanic people to come up to me & just start talking to me in Spanish... I'm startled and then usually tell them (in Spanish), that I'm sorry but I don't speak it. lol Then they look at me weird. I'm thinking, I know I don't look Hispanic so whats going on... haha But this has made me really want to learn it fluently. I do understand some things but I'm not able to speak it back in Spanish. Any tips? Advice on the best way to learn it fast? I actually love the language....

Your point is that your passive vocabulary is much bigger than your active vocabulary. This is normal. Learn a few phrases like, "what does X mean" and don't apologize for learning the language. You'll learn it by speaking it.

being next to mexicans for a while and you'll learn it and or . . . be mexican or . . . i dont know
