They draft players to develop in the minor league farm system in the hopes that the prospect will some day develop into a major league player. New players start off in single A minor league teams and as their skills develop get promoted to double A and triple A and finally the major league. Or not. Many players never get a shot at the big leagues.
The basic premise is each team gets to take a turn to pick the players they would like on their team. It starts with the team with the worse record last year (Astros) and ends with best team (Giants). And they do this over and over for 40 rounds.
There are some special rules also involved, but that is the basic idea.
