What is the difference between a civil service system and a merit system?

I think that the merit system is part of the civil service system. Merit system is the process of hiring and promoting government employees based on their ability to perform a job. This is the same as the civil service system, which is based on hiring people based on their professional merit.

Civil service has as structured advancement plan, any employee willing to follow the outlined steps will advance, few exceptions. Merit system employees advance by individual effort.
