I had a similar situation with a neighbor's dog that they left in the backyard by itself all the time. The dog would bark all night long. I don't know how they could stand it. I finally got their phone number from another neighbor, and I started calling them in the middle of the night. I would apologize profusely for calling so late and say that I hated to bother them but explain that the dog was keeping me up, and that with a baby and a job, I needed my sleep. The dog owner got pretty nasty a few times, but I remained polite and positive. After a few weeks of this, they got rid of the dog. You could also try to get some of your neighbors to contact the dog owner in addition to yourself. That way the dog owner cannot brush you off as a being overly sensitive. If you do not talk to the owner, they may never know their dog is bothering you. We had a dog that would howl all day while we were at work. When she heard our car pull up in front of the house, she would stop, so we didn't know she doing it. It wasn't until my neighbor came over and yelled at me, that I was even aware of the problem.
