Does polyurethane conduct electricity

when is it wet? what is it called? And what is it doing? Why does it not conduct electricity when it is dry? Why does it when it is wet? Thankyou

Almost all liquids will conduct electricity. Polyurethane is a clear coating for wood floors, furniture, etc. It is brushed or sprayed on wet and dries to a hard clear finish.
