Sounds like he thinks he's the alpha male, and he is trying to assert dominance. What he needs to understand, is you the human, are the actual alpha male. Until you can get this under control though, you need to separate them, by feeding them in separate rooms.
I have to feed my dogs in two separate rooms. Sometimes dogs just can't share. It's common enough the vet asked if my dogs needed to be separated for feeding time, before I had a chance to mention it, recently when I boarded them.
Really? Or figuratively? If the BT is in fact a real threat to your other dog, why would you want to keep a vicious dog as a pet? If it is just a territorial / possessive thing, do what CJ suggested and get help from professionals before it gets worse.
