If i understand your question, its how do you train a dog to talk?

Get a clicker (a training tool you can get at Petco or Petsmart) Carry it with you with some small high - interest treats. (pupperoni or something like that.). Get him excited and as soon as he vocalizes anything, click the clicker, say speak, praise him very excitedly & give him a treat. Keep doing the same until he matches the command "speak" with his vocalizing. As soon as he does that, say the command, click, affection & treat as soon as he does any sound but, each following time, expect a louder sound.

Keep at this. Keep training sessions fun, light & only 5 to 8 minutes at a time. If he won't do it, do not get mad, never tell him no & just end the session without any dramatics. Start a new one an hour or so later. Keep at it - he'll be trained before you know it. Eventually you won't need to use treats.

I got my dog so excited he would bark while I was telling him to speak. Reward. Repeat. Barking a little with him might help (or scare him).

I would show my dog one of her very favorite treats and withhold it from her until she barked out of frustration. As soon as she did so I excitedly said "speak!", making sure to cut her off before she could bark more than once.

When they do what you want on command reward them, use positive reinforcement i find they react better to that, also use hand signals e.g - to get them to sit hold the treat over their nose to guide them to the sitting position or for drop lower the treat to the ground, that's how I did it, repeatedly!! Also my dog will do anything for cheese :)
