This is how Id do it. Heat a pan on the stove on med. high heat. Rub steak with olive oil . When pan is very hot put into pan, immediately salt and pepper (I actually use Montreal Steak seasoning). After about 2 minutes turn and leave for about 4 minutes on other side. Place in a hot oven . About 4 minutes on each side, depending on desired doneness.
I wouldn't...I would broil it. But if you must cook it on the stove, it depend on if you have gas or electric. You can buy a grill thing to cook on the stove. Or if you only have a frying pan I would cook it on a low heat and baste it with your favorite bar b que sauce mixed with butter to let its juices stay in.
Salt and pepper steak heavily on both sides and let sit out at room temp for at least 30 min. The salt breaks down the tissue making it more tender so longer it sits more tender. Then heat an oven safe pan on high heat with some olive oil can add cooking whine for flavor, when good and hot put steak in and brown on both sides takes just few minutes per side, it will smoke like crazy, have oven heated also and when steak is browned remove from stove and put the pan and all in oven for 5-10 min depending in how you want done.
