Are both of the ignition wires on the ignition coil supposed to have 12 volts when the key is turned on with the wires unhooked to the coil?

this is a 1979 jeep with induction type distributer & no breaker points

The ignition wires should have 12 volts, the same voltage as the car's battery. The ignition coil battery's low voltage creates the volts needed to generate an electric spark in the spark plugs to ignite the fuel.
