No. Bipolar disorder is an iffucially recignized psycholigical medical disorder. 'Artistic temperment' is a common coloquial term used to refer to tempermental behavior by so called 'artistic' people. Its often used as an excuse for perfectly controlable bad behavior by these people. It is true that artistic people tend to have higher incidents of mental issues. Occasionally bipolar disorder but certainly not always or even most cases. Depression and addictive disorders are much more common. In fact im sure its addictions to various substances and the resulting behaviors that gave rise to the term in the first place.
