Can you put 235 75 15 tires on a vehicle if it says 235 70 15

You need to put specified pressure for your tires. If the sticker and the manual states that it should have 235 70 15, then that's exactly what you need to put and if it exceeds, you can release some air. It should be that way because that particular tire is made to accommodate the air stated.

no it would rub on the other tires causing it to be hot then it would warm up the wires underneath your car and eventually explode

You should be able to, the difference is only an additional 5 millimeters in the height of the tire. I think the only thing keeping it from working is if the car has custom lowered suspension.
