Should the NSA have the right to operate unconditionally if government thinks it's for the best?

Will they? Yes
People are willing to give up all their rights so they remain free. You've seen it in these questions here. And they'll use the excuse of fear. People are allowing themselves to
be molested to get on planes! That's old news and no big deal now. People accept whatever the govt does because it's in our "best interest"....
We keep excepting every loss of freedom we are given. Like sheep we just go with the flow. They used to talk about the govt monitoring us when I was a kid. We called those people nuts. I wonder what they're doing NOW, that people will be called insane or needing tinfoil hats for.

They know they're being monitored haha! And this has been talked about a whole lot. There's not many people on this and the religious category today either I noticed.

No the SHOULD NOT!!!!!! WHATEVER THE GOVERNMENT THINKS BEST usually isn't.
