You CAN buy hybrids ... wolves crossed with dogs ... but it's not a good idea for the average person. They need special training and LOTS of exercise - and retain their wolf instincts as territorial hunters.
Depends on the area. Most cities and states have ordinances against wolves, and many have them against wolf-dog hybrids. Even if you were allowed to keep a wolf, it would require a special license, which is not easily granted to private citizens.

If you are considering purchasing a wolf as a pet, think long & hard about WHY you want the animal and consider everything you will need to do in order to ensure it has a long healthy and happy life. Wolves are not dogs; even when captive bred their persona in general is vastly different from that of a domestic canine, and you can not afford to forget that.
