Any potting soil is better then top soil, if you are trying to grow stuff. Potting soil has nutrients added to it. Topsoil does not. If you are growing in pots use potting soil if you are planting a garden use garden soil. It has a few less nutrients added but gardens are less stressful on plants then pots are. Pots get heated from the sides as well as the top.
Sometimes, it has additives that that plant might need if not in fresh topsoil. Topsoil (natural) can give the soil some substance, a rougher composition that helps to avoid runoff. It holds it's ground in other words.
