They want to make sure that you are ready and can handle the responsibility of a pet. So many pets are just sent back to the shelter or get improper care. They just want the best possible home for their dogs.

Because they want a parent and responsible pet owner, not someone who thinks "yeah it's cute lets get it". The shelters are full of unwanted and uncared for animals. If you are not willing to take the time and fill out the necessary paperwork, then you are not worthy of that animal. As for how much your income is per year? They want to know that you are financially capable of taking care of the animal.

A pet becomes part of your family and the responsibility is not to be taken lightly. They need food, shelter, and medical care just like a person does, If you do not feel that way about an animal, then you do not need to own a pet. Pets are not disposable.
