Is gene splicing a form of mutation?

I was just a little curious because I've always been interested in science anf all science's.

um... no, its the insertion of new gene code into existing genes, (done by scientists). This is done in an attempt to transfer traits from a certain organism to another usually unrelated organism. e.g. antifreeze fish genes into orange trees - prevent oranges from freezing.
