Lets say I was crossing borders from NY to NJ, on foot, would I still have to pay toll? Or would I be avoiding the toll? How does it work?
you wouldn't be asked for the toll because that's about the road up-keep.but would you really want to cross the Verazzanoon foot,or any pedestrian route out of the city just to save the toll? just take the train.
I don't think people walking or jogging through tolls need to pay. Paying Tolls is about helping to keep the roads fixed, because cars slowly destroy those roads.

Should be no toll for foot traffic; but, watch out for the troll.
First of all tolls are for roads and if walking it's illegal to be a pedestrian on them, except for emergencies, like you ran out of gas.
