Unfortunately when we lose "fat" we don't get to choose where we lose it from. Cardio is your best bet. Running, jogging, walking. Any of those things are going to work your legs. For thigh "toning" exercises, here you go: Scissors- Lay flat on your back. Legs 90 degrees in the air, and together. Slowly bring your legs down, and apart, you should look like a pair of scissors in the air right now. You can also make this an ab exercise by lifting your head off the floor while doing this. Do this 20 times. Make sure to go slow. Side scissors- Lay on your side, start with your left leg. Lift it as high in the air as you can, slowly bring it back down. Do 20 times on each side. You WILL be sore the next day. ONLY do this every other day.
