What will allow electricity to pass through?

I need something that will allow electricity to pass, but can still contain a fluid. Thin balloons do not work

Anything metallic. Copper being the best conductor(wire). Copper has the least resistance.

Don't understand what you are trying to do. They put oil in transformers to help cool. But you need something that electricity will flow through. Water. But if I don't know what you want to accomplish then I cannot even try to help. If you want to tell me what is your intentions are, comment on my answer. Thank you.

I need electricity to pass through the water, while still containing the oxygen and hydrogen being released at the electrodes

Metal tubes, like brake pipes off cars, or the copper tubing they use in house plumbing.
