How do I get my dog to stop barking whenever he sees and hears people? And without a shock-collar?

He is a poodle and he learns quick, but the barking is getting old.

First off I am so glad you do not want to use a shock-collar! Those things are just wrong! I have heard that spraying them in the face with water will get them to stop. Clean empty spray bottle, set on on spray not jet. Also don't raise your voice when he barks... he might think you are joining in! Talk calmly and softly. It works - that is how I got my 2 bearded collies to stop barking - "it's ok, I'm not barking, there is no need to bark, it is ok..."

You can stop your dog from barking by staying calm during the process. You need to act calm and not frustrated so that the dog can learn from your energy.
