If I sold a house & got $17.000,do I have to pay taxes(& and/or file), from that sale & profit in sacramento,ca,95814?

You'll still need to claim the sale when you file your taxes, but whether or not you'll owe anything will depend entirely on if you've made a profit, and if you are buying a new house with the proceeds, among other things.

Income from the sale of a home is not regular income, it is a capital gain. It is also exempt from income tax if the money is then spent to purchase a new residence. The IRS website should have some publications explaining all of this.
