1- You need a good story! Anything can do: Juxtaposition, Fish out of Water, Running Gag, etc.
Cartoon XKCD has stick figures, but odd looks at life! Dinosaur Comics repeats pictures, but fresh dialog.
Drawings need not be complex. Diesel Sweeties and The Order of the Stick are simple but tell fun stories. Well drawn comics can use simple designs: Wapsi Square uses hexagon heads and long legs on short bodies - and epic storytelling.
Schlock Mercenary is simple design but distinct. You can tell each by their profile. Girl Genius has beautiful art, but again, distinct characters. You can pick them out of a crowd.
2- Emotion. Whatever your toon is about, it has a reason, and there's emotion behind it. Happy, sad, frustrated, scheming,angry... It's not enough just to just stand there, they need to be DOING something! Pondering a failure. Getting ready to attack. Hoping for a hug. Something so the reader see who that toon is.

first thing you have to be creative. think of something that no one else has.make it something you enjoy EX; if you like food than make the characters food if you like cats then make it about cats. add something unusual to the character to make them unique like a funny physical feature ex; instead of a normal cat make a cat with a mustache and monical.next you have to create a fun and interesting setting. keep building layers and characters until you have the perfect comic strip:)
First, think up a name: Something like SkitterBeans or DoodleBugs. Then think of a central character that will carry the whole comic. Then visualize what you want this character to look like. Then go from there. Think up a storyline and there you have it. Create other characters around your main character.
Every time I try to think of an idea, I get a sheet of paper and write a long list of anything my mind thinks up. Then, when I think the list has a good selection, I take a highlighter and highlight all of the ideas I like the best. I repeatedly eliminate the ones I don't like, until I come up with the number 1 answer. Hope this helps!
