I have Citrus Green Tea bags. The wrappers and the bags have brown spots on them. Do you know what this is and are they ok to use?

Water may have gotten on the bags. Or if you drink coffee, coffee may have splattered on the bags. I can't promise it, though, so you may be better off throwing them away. Better yet, send an email to Lipton Customer Service and they may give you a coupon for a free box.

There is a very high possibility that this could be water stains or coffee stains. You may have accidentally spilled some on them. I would believe that they are still safe to use.

Another thing to consider is age of box. Tea only stays fresh a couple years, sealed, after that the quality goes down.

Mould from contact with water over time. Do not use.
