Well, you are trying to compare a unit of volume (quarts) to a unit of mass (ounces), which cannot be done unless you know the density of the material you're measuring. For example, a quart of ice cream will weigh more than a quart of pop corn.
However, you may be talking about fluid ounces which IS a unit of volume comparable to quarts (but not comparable to regular ounces). 1 qt=32 fl oz , so 2 qt = 64 fl oz, which is less than 72. So 72 fluid ounces is more than 2 quarts.
