I am in California. I need to serve divorce papers on someone in Allegany county / Cumberland Maryland. Who do I get? How do I go about it?

You should contact the clerk of the court in that county since the would be familiar with the rules and the process servers you hire. You want to comply because serving the complaint on the opposing party incorrectly could make it difficult to finalise the divorce.
