Is house paint still good after freezing

Yes. Paint when frozen may separate more than normal settling would cause. This means it needs to be mixed up really well. At the very least you a drill powered mixing bit. As long as you let it thaw and mix it, it will be fine. If you applied it to wall and then it froze, the paint job will be very runny and low quality. Eventually it will dry.

this would be interior, ceiling paint - oil and flat? Never opened

You are fine. People often store paint in outdoor non heated sheds for years. It does not effect it as long as you stir it up good. It worked at a horse barn and we kept the paints for the jumps out side. Many times I had to thaw the paint and mix it before I used it.
