I think I figured out what's wrong please read on.

I'm 13 and I got bad painful tingling in my right arm and hand. I always wear rubber bands on my right hand and its 2-3 of them. I wear them so long I get the little ingraves. but the go right along my vein so could that be the reason for the tingling???

They are probably cutting of your circulation

If it just started it could just be your hand fell asleep from loss of circulation, take the bands off and massage/move the tingly areas. If this has been happening for over ten minutes take the bands off and see if it goes away. If not call a doctor

It happens Maybe 4 times a week and last about 10 seconds

I sleep on my arm and half if the time I wake up with the tingling. You don't need to be worried as long as it doesn't happen for more than ten minutes at a time

I knew a school nurse once who solved a little girls problem with the tingling by telling her to take off the wrist rubber bands. The kid was kind of bummed because it was a hobby, but the condition improved,so I think you are spot on.That same nurse said that 90% of the kids in school were wearing jeans that were way too tight also, and it was causing all sorts of problems. She was a great nurse. One time I saw her working in the primary school and she put a bandaid on a little kids doll.Very compassionate. Maybe you will be a nurse some day.

Thank you! I've actually have looked forward to that (13) but I hate when I can't help others enough. Maybe one at a school because you don't have to deal with deaths

Right.See that? Ok,so the thing with the school nurse that you need to know is that some days they go all day long without stopping. One kid after another.Sometimes they require a small fix up,other times it requires a call to a parent for a pick up.Sometimes they get called to the playground for a skinned knee or to the gym is someone got smacked in the eye with a volleyball.SO its non stop. But no fatal stuff, nope. So it might be a really good calling for you.You certainly help people. All day long.
