Have you ever had your power steering fluid flushed ? Find a good Certified mechanical shop and have them flush your fluid and put fresh fluid in. At the same time, they can check your hoses and fittings for clogs or wear. If it's 2WD , it could be the rack is gummed up. It doesn't cost much and you'll get a check up while you're at it ! They can also make sure your power steering pump is OK too ! Good Luck !
The problems could be caused by various conditions including old fuel. It could also be a problem with the power steering pump. You should go to a dealership to get it checked and fixed immediately to rule out any serious problem.
