The Moon does not have an atmosphere, nor water, so no. It might have been possible on Mars. In Mars' early history, it had an atmosphere and water in its crust, and possibly on the surface. There could have been snow at the north and south poles in the past. Eventually, Mars' small size and slow rotational speed prevented the water from thriving on the surface -- the Sun would have vaporized the water due to Mars' lack of a magnetic field.
