My i pad 2 location is wrong how do i fix it

It is a iOS problem to fix it use redsnOw 0.9.9b7 it fixes it although you would have to jailbreak it because that's what redsnOw does. If you want to jailbreak if you are on iOS 5 DO NOT READ OR DO download that version of redsnOw from tysiphone help or Redmond pie

Make sure you are connected to the Internet and the location services under settings is on.
