I have heard that sometimes people who are not "pretty" say this to make themselves seem pretty. I am sure it is not a literal statement, however I would say it means that your outward appearance is not what counts and will not last. It is who you really are as a person, the way you love people, the way you treat people. When you love people, unconditionally, and treat people better than they deserve, then you are a beautiful person.

It refers to the inner beauty or essence inside a person that is found in their soul or being. It is the spirit of a person that shines forth. Unlike physical attractiveness which fades with age, true beauty from within manifests outward so that you are left looking at the true representation of a person--their soul versus their physical self.
I had gone to a department store and was serviced by a disfigured young woman. She was so kind and genuine in helping me that it impacted me in and as I continued staring at her, she appeared almost beautiful before my eyes. At that moment, I had caught a glimpse of her beautiful spirit and as I walked away from the counter, I was left thinking how truly beautiful she was.
