One hour a day is quite a lot. You might get by with only 30-45 minutes if your workout gets your heart rate up. With that said, it really depends on where you're starting at in terms of weight and body fat. For the average person, my guess is that a month or two of that would get you really toned. 6 weeks is a common marker for visual changes. But you should allow yourself a day of rest after a really hard workout, since it's the recovery phase where your muscle is rebuilding itself.
It's my experience that a variety of exercises is needed to work the different muscle groups to build up any part of the body, especially legs. Better than no exercise but limits muscle development, won't give you a total toned look. Good for a start, though, and you have those endorphins to look forward to!
