What would cause my daughters impala to not start sometimes. Battery is good and clean. Could it be the starter.

The problem could be caused by the pass lock system, or it could be the body control module is bad. You can have a mechanic check it out, to determine the real cause. This is the best and easiest way, you can have the problem diagnosed and fixed.
