Maybe the dog has a virus or is catching a disease, what I would do if I were you is to take he/she to the bet fast before anything savvier happens

vet is your best option. however if you do not live near a vet observe your dog:
-If the nose isn't wet it usually means your dog is sick but not all the time sometimes it just happens. very rare though.
-The whites of the eyes: yellow bad: possibly liver problem, red also bad: infection from a bug bite eg. tick. maybe poison...
-BUT shaking and whining can mean your dog is in pain. or just afraid of something eg. loud noises (thunder, airplanes), a person... or in my dogs' case acting to get attention.
Anyway, if you're not experienced with your dogs habits and behaviour: GO TO THE VET ASAP

I think that you should take your dog to the vet.

Shaking and whining are sure signs of pain in a dog. Something is bothering him I would take him to the vet to get checked out.
