I know a dude who's been trying. Sadly no success yet. It's been about 10yrs. He's been told by a doc it's due to low sperm count.

Yes. Depends on why he only has one though. If it is due to injury to the one (now missing) testicle then it is unlikely to greatly reduce sperm count. If he lost it due to cancer then radiation/chemotherapy can affect remaining testicle and make it less effective. Same if there was physical injury to remaining testicle. If it is the result of a genetic issue the existing testicle might not have developed properly to begin with.

One testicle is sufficient for having child/ren as long as it contains sperm....
