Normally an air crash is investigated by the authorities of where the plane came from or belongs, in the case of the US; it would be the National Transportation Safety Board (NTSB), Federal Aviation Administration (FAA), Transportation Security Administration (TSA) and Federal Bureau of Investigations (FBI).
