That's a loaded question! For some it can ! I have one with XP and it's played all the new games from Steam ! But, it wouldn't play an older game that it should. It should say right on the box the requirements to play the game. If you are just downloading it, it should still have a section for the basic requirements to play. If it says XP, Vista, etc, you're OK. If it doesn't, then you're out of luck !
You can play some modern PC games on Windows XP, but it's not possible for 'Black OPS 2'. As part of the minimum requirements for the PC version of Black Ops 2, DirectX11 is required. The game requires Windows Vista or a later OS version.
You cannot play Black Ops 2 on Windows XP. The minimum to play it is Windows Vista Service Pack 2. For other games you may be able to play them. I know you can play Skyrim on Windows XP but you need good hardware too. You need to know your system specifications
