Can my employer require me to carry a smartphone and not pay you to be on call everyday? I would be called all hours and weekends/vacation

If those duties were told to you when you were hired then yes. If not then you should speak to your boss about how this overtime will be compensated. Simply calling you to ask you something or give you information would not be considered overtime but if he/she then requires you to run an errand regarding company business or come to the office that is when overtime pay comes into affect. It is illegal to have you do company work and not compensate you UNLESS you are on salary and not paid by the hour.

Yes, your employer can require you to carry a smartphone and be called at all times if it was stated in your job description. He/she can also require you to carry the phone if you signed the job contract which had that requirement.

Of course they can. They don't pay you just for being on call. They pay you when you get called in. It's part of certain jobs. If you don't want to put up with it, quit. There's many, many people who would love that job.
