In each state there are in place procedures to select "electors" who go to Washington DC and cast their votes for President. These electors' selection are tied to the popular vote of one candidate or another in the Presidential elections, and the electors -if elected- are typically pledged to vote for the candidate that received the majority of the popular vote in that state.
