AT&T will sell you their service no matter what phone you use. They make money from providing their service be it wireless or land line. If they can make money off of you by selling you one of their phones, then it's a bonus. The phone is just a tool, which actuates their phone service. It's like mechanics that work on your car. They could care less which car you buy, just so you come to them for service or repairs. AT&T is the Car shop, the cars are your phones, you, well your the customer with the deep pockets. In other words you can buy just about any phone from just about anywhere you want as long as its unlocked. Locked phones are usually stolen, lost or locked on to the original owners account.
