In the real world... no. A person can not rely on simplistic notions of "it was meant to be." A wise person must seek to ensure that the soulmate they find is deeper than the worldly view of a soulmate. Call this cynical, but a person must rely on something that is beyond the basic understanding that we are taught in the world.
I doubt it. So many people say they found their soul mates but do you really think that on a planet of 6Billion+ people your soul mate grew up in the same town as you? or even the same continent as you? I think there are many people out there that you can be in love with and make things work well with and be truly happy with but no one soul mate.
Personally, I believe everyone has one specific person God picked for them. If you are religious: God knows everything about you, from start to finish. He knows who you'll marry, or date, whatever you end up doing. So I believe there is that one person out there, when you do find them.
