Arlington, Washington and Georgetown
Arlington washinton and George town
However, an act of Congress in 1871 effectively merged the City of Washington and the Territory into a single entity called the District of Columbia, which has one city council for the whole district. Arlington and Georgetown are not officially cities. They are considered neighborhoods of D.C.
