I am 13 yrs old and sometimes I have a heart rate over 220 bpm sometimes when I play basketball, mostly when I have caffeine, sometimes for

no reason, what is this called and is there a way to control it? It feels very irregular when it happens and I usually have to sit down until it goes away which is embarrassing in front of my basketball team

For a 13 year old, the maximum heart rate that he should have even when exercising is 207. A maximum heart rate is a norm found by subtracting a person's age from 220, therefore you have 220-13 = 207. It would be good that you visit a doctor for checkup. A heart rate exceeding 100 bpm's is called tachycardia and personally I've never heard of anyone exceeding 200. This is very serious and there's no way walls of your heart or arteries can withstand that kind of pressure for an extended period. Seek help immediately and avoid anything that makes your pulse climb so high until a doctor has instructed you otherwise.
