Can a officer walk into driveway and issue a ticket with out being pulled over, when your out of the care already?

Yes, if they follow you into your drive way,and see you get out of the car. Or if they are down the street, and see you get out of the car, as they are pulling up.
Now, if you were out of the car, and they were no where to be seen, that might be a different story.

sorry I wasn't able to write the whole situation out. A police car was driving in front of my husband's car , he pulled into my driveway and got out off the car. The cop walked onto my driveway and asked for my husband's license. my husband does not have a license so the officer reached into his pocket and pulled out his wallet. the officer then gave him a ticket for driving with out a license. he never got pulled over. can the police do this? or should he fight the ticket?

Well, if he pulled your husbands wallet out, you might have a case. But did your husband admit to not having a license, before, and was put under arrest?
In that case they do have justification to search him.
And technically, he did get pulled over, even if it was not from behind.
Have your husband get his license, before the court date, and it's a minimal fine plus court cost. Otherwise, it's a big fine, and possible jail time.

If you had done something that warrants a ticket before you pulled into your driveway, s/he can do that. If you haven't done anything to warrant it, then s/he has no right to do that. An attorney would be best placed to assist you with this.

If they didn't see you driving, they can give you a ticket, but you can probably fight it and win.

If they witnessed you breaking the law, of course they can.
