Different fixes for differnt types of cloudiness. Is it white, green, or yellow? If it is white, it is a simple bacterial bloom and will filter out. Do 15% water changes until it clears. Here is a link that explains what to do for each type of cloudiness

Look up on how to take care of a fish tank. You need a pump to clean the bottom of a tank. Then you need aged water to replace what you suck out. Putting a filter helps, but keeping up on a tank is more then that.

I would say overfeeding as a possibility. also your taking a big chance putting so many fish in so soon without letting the water mature.
