"Is" and "tells" are present tense but they should be past tense. Think of it like this: are we talking about what the driver IS doing now, or about what the driver HAS BEEN doing for the "past ten minutes"? Also, "sounding horn" should be "sounding his horn"
The correct sentence would be: The driver of that car has been sounding his horn for the last ten minutes but nobody has told him to stop.
